UK PM Brown Rules Out Referendum On EU Reform Treaty

LONDON (AP)--U.K. Prime Minister Gordon Brown dismissed calls Monday for a referendum on the European Union's new reform treaty, insisting the document does not transfer key powers from London to Brussels.
